When user doesn't have the "XXX: Create" permission on the associated contract, the "Revise" button will be hidden for Rejected (not already revised) PCOs/COs/PayApps.

If a user has the "XXX: Create" permission, but associated contract is unpublished, the "Revise" button will be visible and disabled for Rejected PCOs/COs/PayApps.

Disabled "Revise" button has a tooltip on the details page (Tooltip.jpg).

But disabled "Revise" button in the meatball menu in the Cost grids doesn't have a tooltip. User should open PCO/CO/PayApp to find a reason why this button is disabled.

Perhaps, it would be more convenient for users if we will display the same tooltip to the disabled button in the meatball menus.
