Currently, if the user:

• has all permissions checked in the “Permissions” panel (Permissions.jpg);

• doesn’t have imported SoV line items and created PCOs and COs;

• has all contracts in the “Draft” state;

when navigating to the PCO or CO page, user will receive the similar page (PCO empty page.jpeg).

User has all rights for creating Cost items, but he can’t create PCO/CO or import an Excel file (can be uploaded, but import will be unsuccessful) if contract is not Published.

Perhaps, it would be good to provide users with more details to explain why they don’t have the button to create Cost items.

Maybe, we need to add more info to the message: “No Potential Change Orders available for display” to indicate that the user must have “Create” permissions and at least one contract must be Published.

Or we can display the disabled “Create PCO/CO” button and show tooltip to explain the reason why this button is disabled.

This also will be useful for case when contract is Published, but user has only “View” permissions and doesn’t have Cost items created.
